The Parliamentary Opposition in Morocco: A Reading of the Legal Perspective and Practice

Abstract

This topic discusses the political and constitutional transformation of the parliamentary opposition in the Moroccan political system, and the transformations that Morocco has known over the past fifty years in a socio-economic and political historical context, the development of concepts and institutions and their relationship to Democratic construction and the establishment of the modern state. It also presents the most important legal aspects of the constitutional texts that signed the recognition of the opposition as an existing institution and as a basic and essential component in political life and the public political sphere, in addition to showing the reality of the parliamentary opposition and its practice under the constitutional document. Through this study, we have found that the constitutional preference enjoyed by the Moroccan parliamentary opposition in 2011, despite the legal recognition of its physical existence as a partner and an essential component in the process of Democratic construction in Morocco, which in turn requires interaction and responsiveness with all political and social forces to achieve political stability, the practice of parliamentary opposition and recognition is neither advanced nor delayed, and also besides there are always tense relations with official institutions, which are mostly marked by conflict and club. The study also highlights the extent of the difficulties posed by the Parliamentary Opposition system and its position within the Moroccan political system, which is characterized by managing complex processes within the Moroccan political scene and controlling the balance of power and the outcomes of the democratic process.
