موقف الاتحاد السوفيتي من مشكلة الصحراء الغربية في ظل الاحتلال الإسباني (1973-1976)

الملخص

 تتناولُ هذه الدِّراسة بالتَّحليلِ موقفَ الاتحاد السُّوفيتي من مشكلةِ الصَّحراء الغربيةِ خلال فترة 1973- 1976، ويُعدُّ موقفًا متأرجحًا نتيجةً لقراراتٍ مصلحيَّةٍ وذاتيةٍ مبنيةٍ على المصالح التي أقامها في المنطقةِ؛ كونه يُعدُّ من القُوى الفاعلةِ في عمليةِ صراعِ الصَّحراء الغربية، وتسلطُ الدِّراسة الضَّوءِ على الدَّورِ الذي أداه الاتحاد السُّوفيتي في هذه المشكلةِ بدﴽَ من ظهورِها وتأسيس الجناح العسكري المتِّمثل بالجبهة البوليساريو، التي أخذتْ على عاتقها استقلال إقليم الصَّحراء الغربية عن دولة المغرب. وبيَّن موقفُ الاتحادِ السُّوفيتي في منظمةِ الأمم المتحدةِ وتصويت لصالحِ جبهةِ البوليساريو في قضيةِ تقريرِ المصير، وتأكيد على حق الشعوب في تقريرِ مصيرها، والإقرار بحريتها الكاملة في اختيار وضعها السِّياسي والاقتصادي. إضافة إلى موقف الاتحاد السُّوفيتي تجاه الاحتلال الأسباني ومطالباته المتكررة بسحب القوات الأسبانية من الصَّحراء الغربية، وترك الشَّعب الصَّحراوي هو مَنْ يقرر مصيره، وتندد بسياسية الاحتلال. مع ذلك يخفي على الجميع سياسية الحذر الذي اتبعها الاتحاد السُّوفيتي تجاه المشكلةِ بسببِ طبيعةِ العلاقات المعقدة مع دول المنطقةِ، ولاسيما العلاقات التَّجارية مع أطراف الصِّراع سوء كانت الجزائر أو المغرب أو ليبيا.

 This study analyzes the Soviet Union's position on the Western Sahara problem during the period 1973-1976. It is considered a fluctuating position as a result of self-interested and subjective decisions based on the interests it established in the region, as it is considered one of the active forces in the Western Sahara conflict. The study sheds light on the role played by the Soviet Union in this problem, starting with its emergence and the establishment of the military wing represented by the Polisario Front Which took upon itself the independence of the Western Sahara region from the State of Morocco. He explained the position of the Soviet Union in the United Nations and voted in favor of the Polisario Front on the issue of self-determination, affirming the right of peoples to self-determination and recognizing their complete freedom to choose their political and economic status. In addition to the Soviet Union's position towards the Spanish occupation and its repeated demands to withdraw Spanish forces from Western Sahara, leaving the Sahrawi people to decide their fate, and denouncing the occupation's policy. However, it is hidden from everyone the policy of caution followed by the Soviet Union towards the problem due to the nature of the complex relations with the countries of the region, especially trade relations with the parties to the conflict, whether Algeria, Morocco or Libya.
