خصائص التركيب النوعي لسكان العراق وأثرها على الجرائم الإلكترونية لسنة 2020

الملخص

 يتضح لكل من يتابع التطور في حجم السكان عدد من الحقائق التي تعكس الخصائص المميزة للسكان في العراق وأهمها: ارتفاع معدل النمو السكاني، وتباين التوزيع الجغرافي، ويحتل النمو السكاني أهمية كبيرة محلياً ودولياً لأنه عامل مهم ومؤثر في التنمية وتطوير الأوضاع الاقتصادية والسياسية، حيث توجد علاقة طردية وثيقة بين مستخدمي الانترنت والنمو السكاني، تم الاقتصار في هذا البحث على تناول خصائص التركيب النوعي لسكان العراق وأثره فيما يتعلق بالجرائم الالكترونية في العراق، وهدف البحث لمعرفة إذا ما كان لخصائص التركيب النوعي لسكان العراق من اثر على ارتكاب الجرائم الالكترونية، فضلا عن معرفة الأسباب التي دفعت الذكور أو الإناث لارتكاب هذا النوع من الجرائم الحديثة، حيث استخدم الباحث المنهج التحليلي كونه من أكثر المناهج العلمية استفادة في عنوان البحث، إذ تم وفق هذا المنهج تحليل الجرائم الالكترونية المرتكبة من قبل الذكور والإناث، إذ توصلت الدراسة إلى مجموعة من النتائج أهمها: إن نسبة ارتكاب الذكور للجرائم الالكترونية أكثر من الإناث وذلك لسيادة الطابع ألذكوري على المجتمع العراقي ونسبة دخول الإناث إلى الانترنت اقل من الذكور، مما وفر وقت أكثر للذكور لارتكاب الجرائم الالكترونية، وأوصت الدراسة بمجموعة من التوصيات أهمها: الإسراع في التصويت على قانون الجرائم الالكترونية من قبل مجلس النواب العراقي، فضلا عن قيام الدولة بتوعية المجتمع من سوء استخدام الانترنت، وإيضاح مخاطر الجريمة الالكترونية لما لها من اثر سلبي على مستقبل الأجيال.

 Anyone who follows the development in population size will find clear a number of facts that reflect the distinctive characteristics of the population in Iraq, the most important of which are: the high rate of population growth, and the variation in geographical distribution. Population growth occupies great importance locally and internationally because it is an important and influential factor in development and the development of economic and political conditions, as there is a close direct relationship between Internet users and population growth This research was limited to addressing the characteristics of the qualitative composition of the Iraqi population and its impact on cybercrimes in Iraq. The research aimed to find out whether the characteristics of the qualitative composition of the Iraqi population have an impact on the commission of cybercrimes, in addition to knowing the reasons that prompted males or females to commit this type of modern crimes. The researcher used the analytical approach as it is one of the most useful scientific approaches in the title of the research According to this approach, cybercrimes committed by males and females were analyzed. The study reached a set of results, the most important of which are: The percentage of males committing cybercrimes is higher than females due to the dominance of the male character in Iraqi society, and the percentage of females accessing the Internet is lower than males, which provided more time for males to commit cybercrimes. The study recommended a set of recommendations, the most important of which are: Accelerating the vote on the cybercrime law by the Iraqi Parliament, in addition to the state educating society about the misuse of the Internet, and clarifying the dangers of cybercrime because of its negative impact on the future of generations.
