عرف موضوع المقاولة أهمية بالغة خصوصا عند نهاية القرن العشرين وبدايات القرن الواحد والعشرين، وذلك تزامنا مع التطورات الكبرى التي عرفها العالم خاصة مع انهيار المعسكر الاشتراكي ونهاية عهد الثنائية القطبية وظهور النظام الاقتصادي الجديد الذي ينبني على حرية المنافسة واقتصاد السوق وحرية المبادرة ضمن سياق نظام اقتصادي عالمي في إطار ما يسمى بالعولمة التي همت جل مناحي الحياة وضمنها الجانب الاقتصادي باعتباره أساس كل تنمية دولية ووطنية وجهوية، وفي خضم هذه المتغيرات العالمية، قام المغرب بإدراج جملة من التعديلات التي همت مجال التشريع ومأسسة القطاعات سواء ذات الطبيعة الخاصة او تلك التي تهم القطاع العام، وضمنها النسق المتعلق بالمقاولة وتكريس حكامة التدبير المقاولاتي من خلال دعم الدولة والتشجيع على الاستثمارات العمومية والخاصة بغية تكريس الأبعاد التنموية الاجتماعية والبيئية.

The subject of entrepreneurship was very important especially at the end of the 20th century and the beginning of the 21st century. this coincides with the major developments that the world has witnessed, especially with the collapse of the socialist camp, the end of the era of bipolarity and the emergence of a new economic order based on free competition, a market economy and freedom of initiative within the context of a global economic system within the framework of the so-called globalization, which has concerned most aspects of life, including the economic aspect as a basis in the midst of these global changes, Morocco has introduced a number of amendments that concern the field of legislation and the institutionalization of sectors of both a private nature and those of public interest. This includes the system of entrepreneurship and the strengthening of the governance of business management by supporting the state and encouraging public and private investments in order to consolidate the social and environmental dimensions of development.
