The Impact of the Blue Economy on Achieving Sustainable Development in Libya (A Legal and Analytical Study)

Abstract

The blue economy and the attention given to it play a major role in achieving sustainable development, which is directly reflected in improving the living conditions of all members of society. Therefore, most countries of the world in recent years have given greater attention to this resource as one of the sources of renewable wealth. Each country has its strategic plans in various fields, which primarily aim to achieve its economic interests and increase its national income, through the optimal use of all its economic resources. This has led coastal countries to turn towards marine resources that provide important potentials capable of stimulating economic growth and ensuring social welfare. Therefore, this study aims to identify the shortcomings in Libyan institutions responsible for managing this resource, and whether there are Libyan legislations regulating the exploitation of this resource, in order to ensure the achievement of sustainable development in Libya, whose goal is to rationalize spending and investment in a way that leads to comprehensive and diversified economic growth that promotes human rights and the well-being of all in Libya. The study adopts the descriptive-analytical approach to address the research problem represented in the questions raised in the body of the study, in order to reach results, the most important of which is the absence of specific legislation governing the management of the blue economy in particular. The study concludes by recommending that the Libyan legislator enact a comprehensive national law for the blue economy that defines the concepts of its relevant sectors and establishes a legal framework that balances the economic exploitation of marine resources with their environmental protection.
